English Local Authorities Plan to Sell Off Social Clubs and Leisure Facilities to Manage Finances

Based on a latest poll of local authorities, English councils are planning to offload social clubs, sports centres, and retail spaces as they bet on a rapid disposal of assets to stabilize finances.

Increasing Fiscal Pressures Drive Asset Sales

A coalition of councils for major urban areas in the UK reported that 60% of councils are intending to sell assets to cover the escalating costs of social services for vulnerable individuals.

Local governments have in the past faced criticism for disposing of public land and open spaces to shore up their finances, but they argue they must proceed to generate essential revenue from asset sales or declare themselves bankrupt.

The group noted that a significant number of councils seeking to raise money from a quick sale of assets represented “a distinct shift from 2024, when the largest share (60%) of local leaders said they would focus on restructuring services and utilising savings to weather growing financial challenges.”

Detailed Cases of Proposed Disposals

Medway Council in Kent said its property management strategy included the disposal of a retail complex in a local town and a social club in another town to raise £20m over five years.

  • Gillingham golf club and business parks owned in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Council Tax Increases and Wider Financial Strains

This research of local authorities in the coalition, which covers several urban centers, further found that over seven in ten of authorities will need to raise council taxes next spring to address the rising cost of essential services, higher levels of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will press ahead with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and short-term housing.

“We are taking innovative approaches but certain measures take time to deliver both improved services and cost efficiency,” said Vince Maple.

He continued: “There are demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is very challenging.”

National Patterns and Projections

A survey of county councils recently also found local finances being strained by the growing number of children and adults needing Send support.

A network of councils projected that local shortfalls will hit 4.4 billion pounds a year by 2029, as they grapple to manage rising needs.

Ministers have delayed scheduled changes to the Send system until next year after a policy document setting out those changes has been postponed.

Deprivation and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) covering English councils, many key cities members were among the most deprived in the country.

  • “Member cities like several major towns place in the most deprived 30 across the country under the 2025 IMD measures,” said the study.

“Although only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of the nation. The data highlights the extent of challenges confronting municipal officials across major urban centers in the coming year,” the report concluded.

“Council officials have been clear about the need for a equitable and lasting funding system that reflects and addresses the real levels of disadvantage and demand,” stated a council leader.

“Without this, councils will persist to face impossible choices around which vital provisions to fund, and which to reduce, to the disadvantage of their communities.”

One in five of local authorities have reduced or weakened social care provision in the last year, the survey found.
